Interim Guidelines for Repatriation

**Updated: May 27 2021***

Headed home? These are the interim guidelines to give you a better idea of what to expect as you make your way home. It may change at any time without prior notice. When in doubt, please follow the instructions of the people onground  such as check-in counter or airport personnel. 

STEP 1. REGISTER ONLINE

Refer to the airport where you will land. Fill up the OWWA and Swab Testing forms, and download Traze, the mobile contact tracing app.

Recommendations: 

• Provide an address that matches your final destination after quarantine. Based on experience, this is the address that will be printed on your certificate after you get your result. The certificate will be needed for a smooth journey home.
• If you are having trouble loading the online forms onboard, ask a family member in the Philippines to fill it up for you but make sure you receive the confirmation emails. If you really cannot accomplish the forms approach the OFW Helpdesk when you arrive in the Philippines.

STEP 2. CHECK EMAIL, SAVE / PRINT QR CODE

You will receive a QR Code in your e-mail if you successfully filled up the forms in STEP 1. Save a copy of the QR code on your phone or print a physical copy.

For Cebu Registrants, you will receive a Travel Reference Number and Bar Code that you need to present upon arrival.

STEP 3. ARRIVE AT PHILIPPINE AIRPORT

International flights arrive in MANILA, CEBU, and CLARK. Expect the following to take place:

1. BE READY TO PRESENT PASSPORT and QR CODE or Travel Reference Number and Bar Code for Cebu arrivals
   These items were sent to you your e-mail (see STEPS 1 & 2) If you do not have these, approach an OFW helpdesk.
    
2. BRIEFING
   Arrivals may be escorted to areas for briefing.
    
3. VERIFICATION & INTERVIEW- Airport authorities may interview you to check you against their records and provide you with additional instructions.
    
4. COVID-19 SWAB TESTING SCHEDULE– Personnel will check your QR Code and if you've successfully registered with respective swab testing form (see Step 1).
   • For Manila and Clark, your actual swab test will be done at your quarantine hotel after seven (7) days from date of your arrival (Day 1).
   • For Cebu, your will swab on arrival.
   • The test is free of charge.
      
5. IMMIGRATION
   Follow normal procedure.
    
6. ASSIGNMENT OF QF – Drop by the OWWA Help Desk and follow normal procedure. For crew with OWWA sponsored hotels, you might be asked to show the OWWA confirmation email to be given by HCP Repat Team prior arrival.
   • For Manila, proceed to MARINA desk and wait for your name to be called for exit.
   • For Clark and Cebu, please follow the instructions to be given by OWWA or airport authorities.

STEP 4. LEAVE THE AIRPORT

Look for the exit for private pickups. HCP has already arranged a transport service to fetch you and bring you to quarantine hotel. Cost of hotel, meals, and transportation are covered by the company or by OWWA if approved by the latter.

Will HCP tell me in advance what my quarantine hotel is?
Yes. However, if the booking was coursed through OWWA, OWWA will be the one to inform you.

STEP 5. QUARANTINE PERIOD

Do not leave your hotel room or accept visitors during your quarantine period. PCG and swabbing team will collect your swab test on the seventh day of quarantine*. The quarantine will be in place until a negative COVID-19 test result is confirmed.

*For Cebu arrivals, you will be swabbed upon arrival.

STEP 6. RECEIVE COVID-19 TEST RESULT

The testing laboratory will email your COVID-19 results within 48 -72 hours. HCP coordinates with your quarantine hotel to print your results for you. Each location has their own method in the delivery of results as seen below.  

• MANILA

  • Digital Results

    • To check status of swab result, go to: https://balikpinas.ph/OSS/checkforresult.html
    • Enter your QR Code Reference or Control number and last name.
    • Once swab result is ready, you may directly download the unified RT PCR and BOQ certificate.
  • Hard Copy Certificates of Negative Result (request to be printed from the hotel
     

• CLARK

  • Digital Results
    • E-mail result is sent to the address you declared in the registration forms from STEP 1.
    • Red Cross Website can also be used to verify results

  • Hard Copy of Certificates and Negative Result (to be requested from the hotel)
    • Philippine Red Cross Certification
    • RT- PCR Negative Result Certificate
      The address on these certificates are based on what you declared in the forms in STEP 1. The address should correspond to your final destination to ensure a smooth journey home.

• CEBU

  • Digital Results 

    • E-mail result is sent to the address you declared in the registration forms in STEP 1. The cerficates include:

      • Bureau of Quarantine Certificate

      • RT-PCR Negative Result Certificate

    • Hard Copy of Certificates and Negative Result (to be requested from the hotel)

What if I get a positive result?
Government authorities will takeover to move you to a facility where you can be monitored and nursed back to health.

STEP 7. PREPARE DOCUMENTS FOR ONWARD JOURNEY HOME

You need to have the following documents in order to get home via airplane, bus, or ship.

• Letter of Acceptance from LGU (for non-Cebu residents arriving in Cebu)
• Philippine Red Cross (PRC) Certification and PRC negative result (Clark Arrival) – if swabbed by PRC
• RT-PCR Negative Result Certificate (Cebu Arrival) and Medical Certificate (Cebu Arrival)
• Unified RT-PCR & BOQ Certificate (Manila Arrival)
• Passport or SIRB with Arrival Stamp
• I.D. with proof of Residence
• Registration on the Traze App - https://www.traze.ph/download.html

Is it ok if the address on my I.D. and the address on my certificates don’t match?
Yes, as long as the address on your certificate is your final destination so that you can continue with your journey home.

STEP 8. CONTINUE WITH ONWARD JOURNEY TO HOME PROVINCE

You can go to PITX Bus Terminal for land travel, NAIA for sweeper flights, or the PIER to catch a ship to your home province (for Cebu arrival). All are free for OFWs. Below is the process to reach these ports depending on where your quarantine hotel is located.

OWWA – if transport service is available. Please coordinate with the hotel’s front desk or OWWA houseparent for the transportation.

OPERATING HOURS OF NAIA/PITX/PIER

• PITX open till 10:00 PM
• NAIA 12 noon cut-off for flights

Where do I find out the schedule of the flights, buses, or ships?

• NAIA FLIGHTS – No fixed schedule. Airplanes are constantly filled up as long as there are passengers for sweeper flights. Arrive before 12:00 pm to ensure you can be accommodated on a flight.

• PITX BUSES- No fixed schedule. Buses are filled as long as there are passengers waiting. Arrive before 10pm to ensure a seat on the bus.

I live in Visayas and landed in Cebu, do I still need to fly to Manila?
Yes. Only crew who reside in Cebu are allowed to remain there subject to the approval of authorities. This is due to the Quarantine Rules in place. Meanwhile, those living in Region 7 must coordinate with OWWA7 if there’s an available trip, otherwise you need to fly to Manila.

Can my family/friend fetch me from my quarantine hotel?

• MANILA – Yes, but in the case of OWWA sponsored quarantine hotels, you have to coordinate with hotel or OWWA houseparent if they will allow.
   
• CLARK – Yes but you have to coordinate with the hotel or OWWA houseparent if they will allow.
   
• CEBU- No, only your LGU can fetch you if you live in Cebu. HCP will inform OWWA so that OWWA will inform your LGU. Your family can get in touch with your LGU representative.

Recommendation: Find out if your LGU has additional requirements for returning OFWs apart from those mentioned here. You may ask family or friends to check on your behalf. 

Don’t forget to bring these before you leave the ship

• PROTECTION FROM COVID-19- Face mask and/or face shield, alcohol disinfectant, and gloves if possible 

• POCKET MONEY- Just in case you are stranded in transit

• BALLPEN- Avoid using other people’s items or communal pens

• FULLY CHARGED PHONE- To ensure you can make calls in case of an emergency

• POWER BANK – In case there are no available charging stations 

• FOOD (e.g. biscuits) - In case you will be stranded or have a long wait before the next flight.
